Voters in tsunami-hit zone feel let down as Japan election nears

IWAKI/KAMAISHI, Japan (Reuters) - Three weeks before Japan's first national election since the March 2011 earthquake, none of the contenders has managed to win the hearts, and votes, of those hardest-hit by the disaster - with many feeling let down by the entire political class.

Volunteers and donations had poured in after the magnitude 9.0 quake off the northeast coast of Japan's main island Honshu unleashed a deadly tsunami that killed nearly 19,000 and triggered reactor meltdowns at the Fukushima nuclear plant.

But 20 months later, residents of towns and cities ravaged by the country's worst disaster in generations say the nation's biggest rebuilding effort since the aftermath of the World War Two has slipped off the political agenda.

"I am not expecting anything from the election results," said Akio Ono, president of seafood processing firm Ono Foods Co, in Kamaishi, a port with a population of 38,000, where more than 1,000 residents were killed by the tsunami.

"None of the politicians seem to be thinking about Japan seriously, they are not paying attention to the disaster-hit areas."

In Kamaishi, like many communities along the coast, scars of the disaster are still visible -- gaping empty lots left after buildings swept away by the tsunami side-by-side with prefabricated temporary buildings hosting shops and eateries.

The December 16 vote pits Prime Minister Yoshihiko Noda's Democrats against the Liberal Democratic Party, led by former Prime Minister Shinzo Abe, and a clutch of smaller parties.

LOW EXPECTATIONS

Polls show Abe's LDP in pole position with about 23-25 percent, not enough to form a government without an alliance with one of its rivals. About 40 percent of voters are reluctant to back any party.

A common thread of some dozen interviews with residents of the disaster-hit region is their low expectations that any party has much to offer to an ageing region that was already struggling to stem its economic decline before March 11, 2011.

Those who plan to vote seem to accept that the election will be fought over other issues, such as national security, the stagnant economy or the role of nuclear power after the world's worst nuclear disaster since Chernobyl in 1986.

"Since this is going to be a national election, diplomacy and security should be the primary focus," said a 56-year-old civil servant in Iwaki, a city of 337,000 people just outside the 30-km (18.5 miles) evacuation zone around the Fukushima Daiichi nuclear plant.

The man, who declined to be named, backed the LDP, accusing the ruling Democrats of alienating the bureaucracy during their three-year rule and allowing the recent flare-up in tensions with China by weakening Japan's alliance with Washington.

LEFT BEHIND

Lawmakers have signed off 19 trillion yen ($230 billion) in public funds to cope with the aftermath of the world's costliest natural disaster and the fallout of the Fukushima crisis.

But an audit last month showed only about half has been spent because of bureaucratic inertia and bottlenecks. Some of those funds have also been funnelled to other parts of Japan and projects at best loosely related to reconstruction.

Besides the slow trickle of funds a lack of comprehensive rebuilding plans is another source of frustration. While the second anniversary of the disaster is fast approaching, many businesses operate in provisional facilities and thousands live in temporary housing not knowing whether they will be able to rebuild their homes or have to relocate elsewhere.

Managers such as Masahiko Numari, who runs a fish processing company in Miyako, who were able to rebuild their factories with government help, say they need more financial aid to expand.

The region, long dependent on fishing and farming, also craves new investment that would bring permanent jobs and stop the exodus of young people.

"I would like to vote for someone who would help improve the employment situation for young people like me," said Ryuhei Toubai, 23, who works nights as a bartender in Kamaishi but is looking for a day job that would pay his healthcare and pension benefits. "I want a stable job when I think about my future."

Many of those in towns and cities hit by the tsunami and the radiation crisis who are still in a limbo feel ignored.

"I am not going to vote this time," said Megumi Kinno, 40, who owns a pub operating in a government-run food complex in the coastal town of Ofunato and lives in temporary housing with her 16-year-old son and a seven-year-old daughter.

"I don't know how much of what we want will be heard," she said, adding that too much aid money was caught up somewhere in the bureaucracy. "I wish all the politicians were washed away by the tsunami."

Children of same-sex parents fare poorly

Conventional wisdom is that children of same-sex parents do as well as, or even better than children from intact, two-parent married households.?Many studies make that assertion.

It is massively wrong according to a new, very large, thorough study published this week by the journal Social Science Research. It was written by Mark Regnerus, a scholar at the University of Texas. The New Family Structures Study, or NFSS, is a breakthrough report.

Regnerus compares how young adult children, aged 18-39, of a parent who has had a same-sex relationship fare on 40 different social, emotional and relational outcomes when compared with traditional and other families.

The biggest differences were between children of women who have had a lesbian relationship ? and those raised by still-married biological parents.

Fully 69 percent of those with lesbian mothers were on welfare as children ? four times the 17 percent in intact families ever had that experience.?In fact, 38 percent of the adult children of lesbian mothers are currently on welfare versus only 10 percent of those with married parents. That?s the same 4-1 ratio.

Only 8 percent of adult children from intact homes were unemployed when interviewed in 2011 versus 28 percent with a lesbian parent.

What?s most shocking is that only two people of those with married parents were ever touched sexually by a parent or an adult ? while 23 percent of those with a lesbian mother had that experience!?Golly, they are 11 times more apt to be molested!

The design of the NFSS research was brilliant.

Most research on the impact of homosexual parenting has relied on interviews with same-sex parents who are from convenience samples.? For example, the National Longitudinal Lesbian Family Study conducted last year ?recruited entirely from self-selection from announcements posted at lesbian events, in women?s bookstores and in lesbian newspapers in Boston, Washington and San Francisco.?

Such a sample is biased toward including better-educated, wealthier people who visit bookstores.?What about the less educated or less likely to be employed? They aren?t interviewed.?Of course, the children of these more affluent parents are more apt to do well.

By comparison, NFSS asked 3,000 young adults if either of their parents had a same-sex relationship while they were growing up.?Result: 175 reported their mother was in a homosexual relationship, and 73 said the same about their father. That?s about 1.7 percent, a figure comparable to other studies.?The sampling was so carefully done that it included both those with listed phone numbers and those who only use cell phones (about half the total).

Only 23 percent said they had spent at least three years in the same household with a romantic partner of their mother; an additional 57 percent did so for at least four months.

Among those with a father in a homosexual relationship, fewer than 2 percent said they had spent at least three years in that household. These relationships are much more volatile and short lived, but neither compares with the stability of married heterosexual parents.

Also, by interviewing young adults of homosexual parents, we can see how the experience shaped their adult lives.?This is vastly more useful information than asking volunteer same-sex parents if their kids are doing well.? Of course, they say yes.

More results: Three times as many young adults of lesbians were currently cohabiting as those with married parents (24 percent versus 9 percent). Even more young adults (31 percent) of divorced parents were living together. Twice as many from intact homes were employed full time as those with lesbian mothers.

Only 5 percent of those with married parents had considered suicide in the past year versus 12 percent of those with lesbian parents and 24 percent with homosexual fathers. That?s five times those from intact homes. Similarly, a young adult of married parents is less than half as likely to be in therapy ?for a problem connected with anxiety, depression, or relationships? ? as those with homosexual parents (8 percent versus 19 percent).

Only 12 percent of young adults with married parents had ever cheated while married or cohabiting, but a big 40 percent of adult children of lesbians had done so.

Just 8 percent of those from intact homes had ever been forced to have sex against their will versus 31 percent with lesbian parents and 25 percent of ?gay? parents.

These are huge differences.

They should be cited by those opposed to same-sex marriages.

In the last two weeks, I helped gather signatures for a statewide referendum on whether to reverse a vote by the Maryland Legislature legalizing same-sex marriage.

I hope this information will give fresh ammunition to those trying to protect traditional marriage ? and children.

Dog bite sidelines 'Dirty Dozen' trumpeter Towns

NEW ORLEANS (AP) ? Dirty Dozen Brass Band trumpeter Efrem Towns is recovering at home in New Orleans from a vicious attack by a Rottweiler at an Atlanta motel.

He missed performances in Colorado and New Orleans after the attack on Nov. 18, and doesn't know if he'll make the band's next scheduled gig on Dec. 28, The Times-Picayune (http://bit.ly/XOJoNr) reported.

He and baritone sax player Roger Lewis said the dog surged from an open motel room door after Towns knocked on the door of Lewis' room.

"I didn't know if it was a dog, wolverine, bear, mongoose or what. I just knew something had me," Towns said.

He said the dog's owner came out of the next room, and they were able to subdue it.

At Atlanta's Grady Hospital, he received 30 stitches in his groin. Towns, who has health insurance through his wife, Tracie, said he will be seeing a urologist this week.

The Dirty Dozen Brass Band formed in 1977, and is credited with creating the contemporary, funk-infused brass band sound. It's been featured on albums with David Bowie, Elvis Costello and the Black Crowes.

Towns said he probably could practice while convalescing. "But I'm very uncomfortable right now," he said Friday evening. "I'm basically immobilized ? it's hard getting around. I'm kind of miserable."

The experience hasn't soured Towns on dogs. He and his wife own three miniature schnauzers, a standard schnauzer and a mixed breed. On Friday, his daughter's dachshund was visiting.

"I'm a dog person," he said. "And even though I got bit, I hope they don't put that dog to sleep."

Opera boss to become new BBC director-general

LONDON (Reuters) - The new BBC director-general is to be the current chief executive of the Royal Opera House, Tony Hall, BBC television news said on Thursday.

Hall, a former director of BBC news, will replace George Entwistle who resigned earlier this month after just 54 days after failing to get to grips with a child sex abuse scandal that has thrown the 90-year-old state-funded broadcaster into turmoil.

BBC Trust chairman Lord Patten said Hall was "the right person to lead the BBC out of its current crisis".

His journalism experience would be "invaluable as the BBC looks to rebuild its reputation", Patten added in a statement to staff quoted on the BBC's news website.

"The past eight weeks have been very traumatic for the BBC but this is a significant day ... (that) marks the beginning of a new phase.

"The key challenge will be re-establishing our reputation with the public. I hope you will all support Tony Hall as he goes about the important work of doing just that."

Hall is expected to take up his position in March.
